The European Union is channeling billions of euros into defense research and development under the next multiannual budget framework.\u00a0Significant sums of money have also been set aside for security research.\u00a0We provide Finnish companies and research institutes with assistance in project planning, partner search and proposal development.<\/span><\/strong><\/p>

Background<\/b><\/span><\/p>

As our global security environment changes, the need to increase defense and security cooperation between EU Member States has grown significantly.\u00a0<\/span>Indeed, Member States have agreed to step up cooperation in this area and are committed to joint coordination, additional investments and\u00a0 development of defense capabilities.\u00a0This agreement is known as PESCO (Permanent Structural Cooperation) and involves all EU countries except the UK and Denmark.\u00a0To date, Member States have already identified 34 development projects ranging from land, naval and air force projects to joint support, cybersecurity and space exploration.<\/span><\/p>

EDF – Funding for Defense Research and Development<\/span><\/strong><\/p>

EU-funded research and development funding has also been agreed as part of defense cooperation. T<\/span>he next multiannual financial framework of the EU, beginning in 2021,\u00a0 will include the new European Defense Fund (EDF).\u00a0EDF’s budget for the period 2021-2027 is 13 billion \u20ac, of which both research (1\/3) and product development (2\/3) will be funded.\u00a0The annual funding will thus be around 1.6 billion \u20ac.\u00a0<\/span><\/p>\t\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Preparatory programs\u00a0 PADR and EDIDP<\/span><\/span><\/strong><\/p>

Funding of defense project is being practiced before the start of EDF’s operations in both research (PADR 2017-2019, \u20ac 90 million) and product development (EDIDP 2019-2020, \u20ac 500 million).\u00a0<\/span>Both EDF and the manufacturing programs are funded by consortia of companies and research institutes from several Member States.\u00a0<\/span>The Defense Forces’ support for the project concept is essential.<\/span>Rahoitusta harjoitellaan jo ennen EDF:n toiminnan aloittamista sek\u00e4 tutkimuksen (PADR 2017-2019, 90 M\u20ac) ett\u00e4 tuotekehityksen (EDIDP 2019-2020, 500 M\u20ac) osalta. Turvallisuustutkimus<\/strong><\/p>

EU on rahoittanut turvallisuustutkimusta \u2013 sis\u00e4lt\u00e4en sek\u00e4 fyysisen ett\u00e4 kyberturvallisuuden \u2013 jo kahden budjettijakson (FP7, Horizon 2020) aikana, ja t\u00e4m\u00e4 rahoitus tulee jatkumaan my\u00f6s seuraavassa budjetissa (FP9 \u2013 Horizon Europe, 2021-2027). My\u00f6s turvallisuuden tutkimukseen ja tuotekehitykseen on varattu merkitt\u00e4vi\u00e4 rahasummia. N\u00e4m\u00e4kin tutkimus- ja kehityshankkeet toteutetaan konsortioina, joihin kuuluu useita toimijoita eri j\u00e4senmaista.<\/p>
