EU funding for research and development projects
The European Union is channeling billions of euros into defense research and development under the next multiannual budget framework. Significant sums of money have also been set aside for security research. We provide Finnish companies and research institutes with assistance in project planning, partner search and proposal development.
Background
As our global security environment changes, the need to increase defense and security cooperation between EU Member States has grown significantly. Indeed, Member States have agreed to step up cooperation in this area and are committed to joint coordination, additional investments and development of defense capabilities. This agreement is known as PESCO (Permanent Structural Cooperation) and involves all EU countries except the UK and Denmark. To date, Member States have already identified 34 development projects ranging from land, naval and air force projects to joint support, cybersecurity and space exploration.
EDF – Funding for Defense Research and Development
EU-funded research and development funding has also been agreed as part of defense cooperation. The next multiannual financial framework of the EU, beginning in 2021, will include the new European Defense Fund (EDF). EDF’s budget for the period 2021-2027 is 13 billion €, of which both research (1/3) and product development (2/3) will be funded. The annual funding will thus be around 1.6 billion €.
Preparatory programs PADR and EDIDP
Funding of defense project is being practiced before the start of EDF’s operations in both research (PADR 2017-2019, € 90 million) and product development (EDIDP 2019-2020, € 500 million). Both EDF and the manufacturing programs are funded by consortia of companies and research institutes from several Member States. The Defense Forces’ support for the project concept is essential.Rahoitusta harjoitellaan jo ennen EDF:n toiminnan aloittamista sekä tutkimuksen (PADR 2017-2019, 90 M€) että tuotekehityksen (EDIDP 2019-2020, 500 M€) osalta. Sekä EDF:n että valmistavien ohjelmien rahoitusta myönnetään konsortioille, jotka koostuvat useammasta jäsenmaasta peräisin olevista yrityksistä ja tutkimuslaitoksista. Puolustusvoimien tuki hankeidealle on välttämätön.
Turvallisuustutkimus
EU on rahoittanut turvallisuustutkimusta – sisältäen sekä fyysisen että kyberturvallisuuden – jo kahden budjettijakson (FP7, Horizon 2020) aikana, ja tämä rahoitus tulee jatkumaan myös seuraavassa budjetissa (FP9 – Horizon Europe, 2021-2027). Myös turvallisuuden tutkimukseen ja tuotekehitykseen on varattu merkittäviä rahasummia. Nämäkin tutkimus- ja kehityshankkeet toteutetaan konsortioina, joihin kuuluu useita toimijoita eri jäsenmaista.
